What Below The Crime Was Facing
Below The Crime provided crime pattern analytics to police forces and local authorities on a subscription basis. The product had strong pilot results but struggled to convert pilots to paid contracts because public sector procurement required GDPR data processing agreements, UK government security standards compliance (Cyber Essentials Plus), and annual billing aligned to fiscal-year budget cycles rather than calendar months. Standard Stripe monthly billing was incompatible with how public sector finance teams operated.
The Solution
What We Built
We built a procurement-ready billing and contracting layer: annual invoices aligned to UK government fiscal years (April start), purchase order reference fields in the payment flow, a GDPR data processing agreement self-service portal, and automated Cyber Essentials Plus evidence export. The multi-tenant data architecture was certified to store data with no cross-authority data leakage. A public sector-specific onboarding track handled information security approval steps before live data connection, reducing the procurement timeline from 9 months to under 3.
